I don't pretend to know a lot about their moderator "appointment" process but I know a little.
They have mods for a couple of reasons. One is to do their work for them.....enforcing the terms of service. The other reason, more critical to their legal status, is to allow them to assert that they couldn't possibly be guilty of arbitrarily applying their TOS because it is done by non-employees. They CAN'T be openly perceived to have any effect on content (by deleting given posts, for example) without jeopardizing the legal protections that the law provides as long as a publisher isn't a content provider.

Brown may have told you (prior to his imprisonment) that he deliberately chooses moderators who militantly champion each message board's stock but you won't catch Ihub admin admitting to that nowadays.

My very limited experience suggests that Ihub very rarely declines the appointment of a moderator as long as there's a position open and there's reason to believe that the candidate is breathing.
I suspect that we've both been victims of the arbitrary application of their rules. It's something they TRY to avoid by inserting a mod between themselves and their members, but the ultimate "review" is theirs and they need to be careful with it to avoid the appearance of affecting content.
