I think you're correct about them using this as their latest gloom and doom prognosticator. They are remarkably consistent in their efforts to get analysts to buy their lowball forcasts and end up beating them, sometimes by a large margin. If MSFT succeeds in getting Asian nations to crack down harder on software piracy, (should be a condition of IMF bailouts, IMO), that should help to offset any sales decline there.
