The objective is to accurately count the number of people, not citizens. The Census Bureau itself says that that question will lead to an undercount of about 9 million people, or 8% of the population.

So why do other free countries count citizens and the UN promote it?

BTW, if you are a citizen or not has absolutely no bearing on if you are counted. None at all.
