That is not exactly true. It is a two fold objective. They want to count the number of people AND citizens. Why? Because illegals are not entitled to representation in Congress and the census numbers are used to determine the number of congressional districts within a state. Cheating states like California which encourages illegals pick up congressional seats because of their large illegal population if the distinction is not made. .

As usual you twist the truth either intentionally or out of ignorance.
