The statute gives the FISA judge the option to hold a hearing with the other judges in matters of "exceptional importance". The judge is not required to do this.

It stands to reason that wiretapping Trump based on Russian hearsay gathered by a biased opposition researcher hired by Clinton would be a "question of exceptional importance", right? Judge Collyer did not think so.

This is a reminder that while the Obama Admin committed a fraud on the FISA court, the FISA court itself was grossly negligent.
