I was also under the impression that because it was a secret court, which ought to be appallingly illegal under almost every imaginable situation, there were particularly strict guidelines. Further, that one of these secret judges would be well versed in the ins and outs of the tricks and so on, that's why they get to be the secret judges on the secret court.
