It is, though it makes me wonder why they don't simply sign creatives to longer contracts at the start or simply have option deals for more seasons where the price is locked in if the show is popular enough for further seasons.

It's probably just a spreadsheet calculation. The series has to be popular enough to justify paying more for seasons after the 2nd. It's not like Netflix has a lack of people willing to write for them, and that may be what they're counting on.

One of the most successful show in the history of Netflix, Stranger Things, just released its 3rd season and appears to be headed for more, and I haven't heard anything about negotiations around money with the Duffer Brothers.
