open interest. or in your example no open interest.
for example, i use dryfus brokerage (used to be pacific),
i enter the symbol and then find the option trade i want.
even if there is no open interest showing they usually give me
a quote.

somebody sold the put and i think they should buy it back.
but sometimes on calls and puts we are not offered a fair price to buy it. one way around this, if you have enough equity,
is to execute the put and then go long the stock. (i think)
on calls you execute the option and also short the stock,
this locks in your profit and may make you some more money.
