Fake concern for climate change.

This is pure income redistribution. Plain and Simple. And since the money goes back to people who really produce CO2, there will not be any significant reduction in US CO2 emissions.

And by 2030, another 20-30 million illegal aliens will have arrived. They will be pouring concrete and running their ACs. Yeah!
