Why don't you use your credit to purchase LED lights, and reduce your consumption?
I'm already using LED and CFL bulbs, much to my wife's chagrin since she doesn't like the harsh light they output.

But that really has nothing to do with how electricity rates have increased in California. Of course you don't pay for electricity because the state decided that people like me should subsidize your "renewable energy" improvements.
