Loco and Mrs. Loco......That makes a lot of sense. It's possible that he actually had not read his report at all! That would explain that sudden and short press conference. He hoped to save himself! And it would explain his crazy expressions when several subjects were brought up - including that stupid use of the word, "exonerated."
