Jude Webber reported for Reuters on January 20 that a peace process is developing to end Sudan's civil war. Webber said that face-to-face talks between the Government of Sudan and John Garang of the Sudanese People's Liberation Army (SPLA) are tentatively scheduled for April and that multiple shuttle diplomacy efforts involving Sudan and its neighbors are now underway.

The Sudanese Foreign Minister, Mr. Ali Osman Mohammad Taha, is quoted by Reuters as saying "The peace process is gaining momentum." The government said it is seeking a final peace settlement at the April meetings. It is not altogether clear whether this is a serious peace process or not. NCN received information toward the end of 1997 from a highly reliable source who has met with John Garang that the SPLA intended to conduct a major offensive during the upcoming dry season against Juba in southern Sudan, and then sue for peace. It may be that the government is using talk of peace as a means to discourage such an offensive.
