Here you said, in present tense:

Then you go on to change context and tense to the future:

<If the DOJ waits until specific material harm can be shown, it will be too late to do anything.>

How do you and the DOJ know? Do ou have crystal balls? You shoudl realize how dynamic the industry is.

<You can't create competition out the ashes of the companies that got burned to death by MSFT.>

Which is why you enact anti-trust after</> the consumers have been harmed, not when your crystal ball says it may happen. Hasn't there been competition in the phone service arena after AT&T got busted up?
