There certainly is some truth in that, but it is also true that that is too broad a brush to paint the South with. It is changing, but the change is slow and difficult. More people who are not supremacists have moved south and black people have become more educated and wealthier on the whole and this breeds some resentment among some of the unreconstructed white folks. They are definitely a minority now, but the are a "solid" minority, they vote and they are very stubborn.
