I think there's a path to eliminating the sort of guns preferred in these mass shootings.

Make assault weapons and big magazines illegal.

Buy them from the owners for what they paid, for a certain period of time.

After that time, offer large monetary rewards for people who turn in owners of the items, after pre-announcing this will be done. Launch an advertising campaign to make it heroic and patriotic, which it would be.

I'm not aware of any gun owners that don't like to show off their hardware, so, most would realize the game is over. Those that didn't would get turned in, pay fines and go to jail.
