I think "toxic masculinity" is psychobabble for "testosterone overdose", and I'm not sure what we can do about that. I think we'll eliminate mass shootings when we eliminate guns, which is impossible. However, we might be able to reduce the number of shootings, and casualties/incident if we ban assault weapons again, and put in some restrictions. Guns will still be available on the black market, but law enforcement might be able to work backwards and find the dealers. We could hang them.
