I live far from SF but close to FB and Google.... and I find these cars clog the roads and often cause me to miss light cycles, especially near the huge developments that are high priced and under parked I think supported by Google and Facebook nearby renting the units for visiting scholars, etc.... (These are new at the Mtn View, Los Altos, Palo Alto border.)

I think they are trying to go slow to conserve gas and not have to park or too busy trying to figure out where they are going to get through lights quickly.... often causing many behind them to get stuck in extra cycles.
And the agency found that the grown in ride-hailing was already a major contributor to noticeable slow-downs on San Francisco streets.
I'd like to see them outlawed... but that isn't going to happen... but I think they face huge headwinds as many of us don't like them and don't get any benefit from them just as we don't get any benefit from the over building that causes the over crowding, gridlocked traffic in the first place.
