It is nothing more than an educated guess, albeit quite a logical conclusion if you piece the puzzle together. The authorities will never be so explicit as to specifically state what their intentions are-that is not how the game is played. However, for instance, when Rubin comments yesterday that it is important for Japan to follow through on their statements concerning stimulative policies to get their economy moving and that a strong Japan is neceesary in order to have a strong Asia, then I think the inference is quite clear. The US is insisting that Japan stimulate, and stimulate in a big way and we have the ability to pressure them in this way, considering how much of a threat Asia's problems are to Japan. It just seems logical that the Chinese were were assured of something in return for not devaluing their currency at this time. You dont get something for nothing.
