They are called bulbils. (Not bulbuls; those are birds whose name comes in handy when playing scrabble.) Yes, they can be planted, but if I remember right it takes an extra year for them to be ready to harvest.

I prefer to cut them off and eat them while they are still scapes. Their availability defines stir fry season for me, because the Asian veggies like gai lan and pac choi are available at the same time.

I have just made the transition from stir fry season to salad/pesto season because the tomatoes and basil are now being harvested.
