Just the abundance of guns and bullets.
There are many places in America with an abundance of guns and bullets, but not as much violent crime as Philly or Baltimore.

Maybe it's not an NRA thing. Maybe the Philly mayor blamed the NRA because he's doing a terrible job curtailing crime in his city.

But don't let facts and statistics get in the way of a convenient narrative ...
