It doesnt even have to be fair, just do the pruning away until the desired result is achieved. In fact some uncertainty over whether a banning results in a given repeated insult can help with quality improvement (imho). In this way the adminstrator doesnt have to waste much time judging the the content to the nth degree, and it could even be mood dependent I suppose :-)>> your advice was good. thank you. in the final analysis, I adopted the consequent gut-feel approach ('just call it as see fit') per your advice in order to de-provocateur the thread, albeit all undoubtedly on good solid regulatory grounding, for the greater good. seems to have worked, and very trouble-free, at least so far. an oasis of harmony for better sharing experience :0)
