The Chinese contemplated their demographic fate that inexorably will hit them in 10 years and wanted to modernize as short as possible. The Made in China 2025 is nothing less than a reacting to the lack of people they are going to face They needed the technology. Westerners were not going to give the technology free of charge or let China steal like they did last time.
