Yes - that is AMD's objective - and Intel's as well (Mendocino).

One difference is that Intel will announce and ship 350/400 MHz Deschutes/Pentium II's in the next few months.

AMD, on the other hand, has only sampled 266 MHz K6's from their R & D line. Thus, they will limit themselves by not being able to match the clock speed of their competitor.

The K6 +3D will also be a bigger die - I recollect 130+ sq. mm. And AMD is having severe yield problems. Increasing their die size is also going to work against them.
