That is not the only logical inference. He could be weighing costs and benefits. We all know the benefits, we haven't a clue what the costs might be. He might not have the power to act. We think the government works the way they taught us in HS civics class. I don't know how it works but I know HS civics class was mostly lies.

as the logical inference of that belief is that DJT is dumb, weak and reneges on his promises..
