Typically, if the cops think you are up to ten sorts of no good they make an effort to catch you at any sort, even relatively minor. Then, they hound you like a dog worrying a bone until they can get you on bigger things.

They think they've got a bank robber in the cross hairs they do not hesitate to bust for jay walking.

That's the way it seems to work for normal people from what I've seen.
And now these same normal people are making excuses, they're guilty of much bigger crimes, that's why nobody is being charged with this minor piddling stuff. Like mishandling classified documents, perjury, silly things like that. Only small people go to jail for those things.

Total bullshit.
