Once again, the infrastructure wasn't totally destroyed which is what this is all about. Why did they need a study in Puerto Rico? Because everything was wiped out. At some point soon we'll stop spending money on Florida, Texas, and many of the islands. Then we'll stop spending money on LA and NC. One by one, we'll stop wasting money on states that are destroyed by these super storms.
