What they do, instead, is use their control over the machinery of government to make life difficult for anyone considered disloyal, until effective opposition withers away.
You just described the official party platform of the Democratic Party.

"Hate speech is not free speech!"

"If you don't support ObamaCare/Medicare for All/abortion on demand/gun control, you are not a loyal American, and your kind needs to die off."

"Real socialism has never been tried. We are 'democratic' socialists."

"If you don't submit to our Green New Deal, you are a science denier, and your kind needs to die off."

Sound familiar? It's the Democrats who want control over the machinery of government and make life difficult for anyone who believes in individual rights.
