That happened in '35.

Yes, it did. But FDR -- fascist that he was, would consider SS to have failed some time ago, certainly before the 1983 tax increase. He did not believe binding future generations in debt was okay. And future generations are trillions in debt as a result of SS.

That's just further proof of the failure. It doesn't solve the problem. And it is wrong and ultimately, exacerbates the problem.

The Bush proposal was entirely sensible and might be worth considering still.
