Not such a silly question as some would suggest. (About Clinton's woes.)

I think the issue is less the possibility of his resignation as it is distraction from other things. In particular, it may make it more difficult for him to get tough with Saddam. (Not that anybody thought that he would, but this just makes it that much more difficult...)
