Mr. Forrest's proposition in that article of putting a tax on virgin plastic is the exact right thought, although more granularity for the taxes would definitely be better. I firmly believe a government's job should be primarily to tax activities with negative externalities such as pollution and subsidize activities which have a benefit to society which can't be directly charged (such as schools/defense).

If an activity pollutes, that's a cost to society which the activity doesn't usually pay. By applying a tax to counter that unpaid cost, market forces can take over and allocate resources more efficiently.
