A glitch. When you mount an animal head, it’s actually the whole animal frozen in place by the game engine, with the body hidden behind the wall (at least, I think that’s how it works).

Sometimes, the game forgets to freeze the NPC when you enter a location, though, and it moves around like this. Funny and terrifying. Oh, and that’s why mannequins move, too: they’re just normal NPCs retextured like wood and frozen in place; sometimes the game forgets and they walk around your house while you’re not there.
