You have a cultural misunderstanding.

Forever 21 was a store which appealed to older women who wanted to maintain tbe illusion, with certain style hints but larger sizes, that they were forever 21 years old.

No actual 21 year old would have ever been caught dead shopping there. (To begin with actual 21 year olds wish they were 25) .

As the massive Baby Boom generation ages they have less interest in appearing to be a 70 year old 21 year old, and they have less disposable income for short-lived fashion purchases.

And the biggest problem is Forever 21 was not able to transition successfully to online sales to connect with their now smaller pool of shoppers who also prefer online shopping.
