Moving them underground is a onetime expense. No matter how much maintenance you make, powerful winds will break some of the lines; and even if you trim the trees, there will be dry brushes and that is how these fires start.

The other aspect is that many of the fires are not caused by utilities. Fires were exacerbated by other laws that prevent cleanup and foresting. Much of the loss of life and property is directly attributable to this. Putting the lines underground probably is a good idea but other changes are required as well.
