I would imagine years and years, and billions, if not trillions of dollars. I had read an article that said that the state controls when and how much pg&e can raise rates...as with most things, I don't think the problem is as simple as it's presented at times. California has been on the global warming kick for many years now, so you would think they would have had this issue factored in at some point. IMO any new development needs to mandate underground utilities, bwdik, lol...
