The money did not belong to your favorite dictator (Shah) it belonged to the people of Iran. Some of the money was for the military equipment Iran had paid for but Pentagon had not delivered, so Pentagon sold the equipment to others and placed the money in an escrow account. The rest of the money was from Iran selling oil but because of the sanctions that money was placed in escrow account as well. Intensity of your brain washing and clueless is really disturbing.
