If the shares to grant to an insder that do not covered in S8 and the company do not want to issue new shares which may lead price down, the best way is to buy the shares from open market and then give to the insider. They get the shares as bonus to offer and fool someone to add positions that may lift the price. This is a low level game in the Street. It might be true the new CEO would like to build a bit confidence of some investors so she bought 10k shares. But her purchase price was just too low. She sent wrong signals to the Street that even the insiders did not pick up more shares of this dog at higher price, such as $6, the current level. The CFO should not be count. He was number maker as we knew that SystemSoft had some accounting problems long time ago.
