The polar ice packs are radiating heat out into space like blazes.

Outer space is just a few degrees Kelvin, the Arctic and Antarctic Ice pack are at 220 degrees Kelvin or more. Very hot indeed by comparison.

If the polar ice packs melt it's because they are going to suck heat out of the oceans, maybe via the atmosphere, but the source will be the oceans.

The Sun of course is the main factor heating the oceans and the polar ice. Internal heating from the Earth core being insignificant.

Yet all this changes with 0.02 percent increase in CO2... The Cosmic Ray index, UV spectrum & Suns Activity, natural ocean cycles, Cloud cover from nucleation factors such as dust...all thse dont matter. . it's only the 0.02 percent change in CO2 is going to effect the climate?

I dont think so.

In fact Zharkova says your gonna get your butt frozen off for the next few decades ... solar cells, transfer switches, and PG&E scams or not.
