I have a question. The SEC originally halted the stock and stated that an 15c2-11 had to be filed before the resumption of trading. This being the case, isn't RMIL holding back their 10K from the SEC since they are the ones that required it to be filed?

Quote from the halt "Further, brokers and dealers should be alert to the fact that, pursuant to Rule 15c2-11 under the Exchange Act, at the termination of the trading suspension, no quotation may be entered unless and until they have strictly complied with all of the provisions of the rule."
