Russia felt they could slice that piece off as it is sort of still a disputed area inhabited by mostly pro Russian folks.

But in the last century they would have probably just invaded the entire country.

The world is still fighting other countries :"around the edges". We are still "cleaning up". But compared to all times before this century the conflicts are almost quaint; except in the most uneducated parts of the world with the oldest cultures and weak or no democracies e.g. the Middle East and Africa.

China is engaging in hegemony in the South China sea e.g.

But we are getting there, rapidly actually.
