Kennedy might have been misled by the military
The planning for Bay of Pigs was all done under the Eisenhower administration. He did not approve and it is likely that the pressure to invade Cuba was the basis for his farewell warning "we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military–industrial complex."
