There's an unusual phenomenon with microwaves where the normal dose response curve doesn't necessarily apply. There's often a "window effect" where higher field density is less harmful than lower which is counter-intuitive. This makes study interpretation more difficult obviously. Any proper study needs to have several levels of exposure under controlled conditions in order to draw useful conclusions.
