There is a universal rule. You can have safe above ground power grid or a 50 billion bullet train too nowhere.
Heck, I wouldn't mind better local mass transit.

Here in oh-so-woke Silicon Valley, it will take over TEN YEARS to build a 15 mile extension of the BART mass transit system from Milpitas to San Jose:

But. but, I thought the planet was running out of time! How the hell are we going to ditch our gas-powered vehicles and move to a carbon-free future if it takes TEN YEARS to build just 15 miles of rail?

This is how poorly managed the state is. And the same morons will continue to get re-elected because most people here have convinced themselves that the alternatives are "worse."
