If there is any under table financial dealing it will either councils of government individuals in positions of influence ... that is where any corruption would be centered. There is a zero chance imho that any groups would be paid to stop fracking a la "rent a crowd".

Headlines mean diddly squat. If I was a money grubbing fracker, who did not care about polluting the water supply or other issues, I would find that newspaper article positively encouraging. The B/S is working.
