Janice, what's the law in the state she was wire tapped (without her knowledge). It seems to me, Starr knew it was illegal, which is why he immediately sent Tripp out again to get usable evidence.

If the original tapes were illegal then his grounds for sending her out again were unfounded. The question boils down to Starrs broadly defined powers to investigate whatever he wants and not have to respond as a responsible law enforcement officer, only to the pursuit he's involved with.
