Christine, "because people don't get enough" IS a function of the mental health of a society. I'm stretching here a little, but not much.

Just as society makes solutions for transportation, solutions for educating children, for providing a level of food and general accessability to health care..

One day we may find that providing, even requiring a level of human skin to skin contact is mandatory for the healthy survival of our species as we move into an advancing technological age that alienates and buffers our physicality both from the natural world and from each other.

Remember those monkey experiments with wire monkey mothers and cloth mothers? Those who don't touch and feel loose the ability to learn and react with openess... according to that poll it may be about 60% of the population.
