Your own software can access the following functionality: developer.twitter.com This can be combined with publicly collected data (e.g., data from Facebook, from Instagram, from Google searches, etc.) to provide insight into who might be willing to change their position. Your ads can then target those individuals and their "hot buttons". Facebook is more flexible in its selection criteria, I believe (I've done facebook ads but not twitter). Every political ad on Twitter now shows how much its purchaser has spent on the ad to date if you click the link at the bottom.
