I do believe that it's questionable. I have said before that friends and family taking cushy positions on boards is part of the soft but legal corruption that has been around for a long time along with the fancy speaking fees.
That is, however, outside the scope of the investigation of the extortion of Ukraine for political benefit and its cover-up. He cannot be a witness because was in no position to know anything that would inform that inquiry.
Now, if is to be investigated for something iffy about his business in Ukraine, that would be separate thing. He would be a subject of that investigation, not a witness in this one, where Trump is the subject.
