Fascinating find. Please post updates.....I'd like to see if it works.

Here's a corollary:
Anyone who fishes saltwater knows that there are tidelines. They occur in every body of water that has tides and they are literally littered with anything that floats....natural and trash sources...the seagulls and baitfish LOVE them. They are also PREDICTABLE, occurring 4 times a day in known locations. I'll bet it's a safe guess that the vast majority of the pollutants/litter are sourced from land/inshore (versus dumping from offshore craft). A simple skimming operation....essentially a trawler that nets litter instead of fish....could be run regularly to clear the tidelines.

It wouldn't be cheap and it wouldn't retrieve existing bottom pollutants, but it could gather a percentage of the crap before it gets to the bottom, where it is likely to stay. Out of sight and out of mind.

Somebody surely has done something with the concept. What's the latest on the Pacific gyre cleanup? The idea is the same.....just trying to gather the easy stuff before it either sinks or floats to the gyre.

BTW, when reservoirs that are part of a system of lakes connected by massive pipes (as they have in NYC), the water has to be moved through the system by huge pumps. They don't run continuously as a rule....they are turned off and on as needed. When that happens it essentially creates a man made tideline. Fortunately the drinking water sources are well protected from human pollution, but the phenomenon of aggregation of materials and predictability is the same and the solution where there is some could be, too.
