It's possible that he was having a seizure. My impression was that he was trying to stand and his legs wouldn't let him. Couldn't see much though since the rescuer was blocking a lot of the view.

I also saw a follow-up video and was glad he was doing well now. He didn't have much longer for holding on, those guys got to him just in time.

It was a good day's work.
