I'm not certain what your problem is. But I'll take a shot. That article refers to one of the several largely procedural votes the senate can and might take, which require a 51 vote majority to approve. That's all left up to the senate to decide. The only 67 vote issue is whether to acquit or not. If McConnell can find some procedural vote that would end the senate hearing, that would get 51 votes, it's over.

Just about strategy.
